Godaddy has $.99 for .info domain. If you register 3+ domains at one time, godday give private register for free as well. Jon makes around $50k net from his 2000 open & foget sites. From his comments, he just registered another 3000 .info domains.
I registering around 20-30 .info per day last 2 days and I created 10 blogs. It takes time to setup blog, theme, and put adsense, auctionads from shoemoney.
Theory is simple..if each site makes around $2-$3 per month with 2000 blogs(lot of linkback from other blogs comments).
What I am doing is new sites, buying already indexed cheap blog from internet, and trying to registered aged, pr expired domains.
I will keep post what and result if there is any.

I am still building it..I hired from DP to creat 200 blogs. So far it is slow progress but almost done. some 50 blogs already indexing with big G. I might spread out to different IPs and start selling blog posts like many ppl doing it.

What does it end up costing you per blog to create when you outsource them?
