Google Adword Quality Control?

Adword Quality Control?  What happen if users click “No” to google?  This is interesting. 

I found out it’s been there since last year..I guess it showing up randomly then..Can Google use “No” clicks to set Quality Score and wonder what’s the weight on Site Quality Score?
